I’m not sure which Skype version you’ve been testing but the one I have installed on my Samsung works like iSkoot. That is the calls are setup via a data connection but the conversation is using voice minutes to connect to a gateway server to Skype. This is how the 3 Skype phoens work as well. This is unlike the N800 which works like the PC version and is VoIP all the way.

The iSkoot method means you don’t need a 3G or Wifi connection to use and get Skype prices, a benefit as far as I’m concerned.
