As the review says it learns over time from your voice and that of the community as a whole. By making the service available online the user benefits immediately from those changes or updates. If it was a pushed update you'd have to download it very regularly to get the benefits which would be even more money and annoying. I'm gonna try it to see if its as good as it sounds.... With the amount of storage in the 97's "E" drive I would have thought it unnecessary to connect every time, especially in places like Australia where the price of mobile internet per Gig is astronomical!
